Massachusetts human services sector appeals to Legislature for salary increases


Disability advocates are calling for an additional $100 million in funding for the human services sector to provide higher pay for direct support professionals and ensure more individuals with disabilities can access services. Governor Maura Healey proposed funding the workforce reserve at $207 million, but advocacy organization The Arc of Massachusetts argues that more is needed to increase hourly pay and reduce waitlists for services.

Advocates are concerned about potential federal funding cuts, with House Republicans approving a budget resolution that could slash Medicaid by $880 billion. Governor Healey warns that this could cause 2 million Massachusetts residents, including those with disabilities, to lose health insurance coverage.

Lawmakers, including State Rep. Sean Garballey and House Speaker Ron Mariano, expressed support for advocates’ work but acknowledged the challenges of increasing funding in the face of federal uncertainty. Senate President Karen Spilka cited the need to evaluate the impact of potential cuts on organizations serving individuals with disabilities.

In addition to advocating for increased funding for direct support professionals, advocates are pushing for more funding for young adults with disabilities transitioning from special education to adult services and community-based adult services. The Arc has called for an additional $6.7 million for the Turning 22 line item and $3.5 million for community-based adult services to address the needs of individuals on waitlists and struggling caregivers.

Overall, advocates are emphasizing the importance of investment in the human services sector to support individuals with disabilities and ensure they receive the care and services they need.
