Secretary of State Marco Rubio praised the generosity of El Salvador’s offer to accept and jail violent American criminals, despite facing legal challenges. The offer was made in an agreement with Salvadoran President Nayib Bukele to accept U.S. deportees of any nationality, including American citizens imprisoned for violent crimes. President Donald Trump will decide whether to accept the offer. Rubio discussed immigration and the upheaval at the U.S. Agency for International Development during his visit to Central America. El Salvador, currently under a state of emergency, has offered to outsource part of the U.S. prison system due to its overcrowded and dangerous prisons. The country has taken harsh measures against powerful street gangs, such as limiting prisoners’ meals and cutting programs for reintegration into society. Rubio also addressed the restructuring of USAID, which is facing layoffs and program closures under a plan by Elon Musk and Trump to shut down the agency. Rubio stated that the State Department would work with Congress to reorganize and absorb certain functions of USAID.
