UN plastics conference falls short of reaching agreement on reducing production


Countries negotiating a global treaty to address plastic pollution were unable to reach an agreement at the fifth meeting of the U.N. Intergovernmental Negotiating Committee (INC-5) in Busan, South Korea. More than 100 nations sought to cap plastic production, while oil-producing countries opposed such measures and focused on managing plastic waste instead. The meeting ended with a decision to postpone key discussions and continue talks at a later date, known as INC 5.2.

The main disagreements centered around issues such as capping plastic production, managing plastic products and chemicals of concern, and financing for developing countries to implement the treaty. Divisions among countries, especially regarding production caps, led to the failure to reach a consensus. Oil-producing nations such as Saudi Arabia strongly opposed reducing plastic production and used procedural tactics to delay negotiations.

The postponement of the treaty adds to the recent setbacks in global environmental agreements, such as the insufficient outcomes of the COP29 climate summit in Baku, Azerbaijan. Plastic production is projected to triple by 2050, leading to increased microplastic pollution in various environments, including human breast milk.

Despite the challenges, negotiators expressed a sense of urgency to resume discussions and reach a comprehensive treaty to address plastic pollution on a global scale. The need for further deliberations and compromises to achieve an effective and inclusive agreement was highlighted, with the recognition that every day of delay is a missed opportunity to combat the crisis of plastic pollution.
