Phelan, who has no military experience, is the founder of a private-investment firm in Palm Beach, Florida and was a major donor to Trump’s reelection campaign. Trump praised Phelan as a strong leader who will prioritize the business of the U.S. Navy. This nomination follows Trump’s controversial choice of former Fox News host Pete Hegseth to lead the Department of Defense, a pick met with criticism due to sexual assault allegations against Hegseth. If confirmed, Phelan would be the first permanent Navy secretary without military experience in over a decade. The secretary of the Navy is required by law to be a civilian who has been out of active military service for seven years. Trump expressed confidence in Phelan’s intelligence and leadership abilities in his statement announcing the nomination.
