Massachusetts Construction Industries: MBTA Renovation Project Faces Cost Overruns and Delays


A project to upgrade Boston’s Symphony station on the MBTA’s Green Line is facing delays and increased costs, according to the Construction Industries of Massachusetts. The project was originally planned to start this year after the T received $66 million in federal funding two years ago. However, the bidding process has not gone as expected, with a low bid coming in nearly $50 million over the estimated cost. The project has now been re-advertised using a construction management at risk (CMAR) procurement method, which the group claims will lead to a more expensive price down the line.

In a letter to MBTA General Manager Phillip Eng, the Construction Industries of Massachusetts expressed concerns about the procurement process and safety certifications of potential contractors. They argue that the CMAR approach provides less price certainty and prolongs the completion date of the project, which is now targeted for the summer of 2028. The MBTA defended its decision, stating that the CMAR method allows for closer collaboration with contractors to track and monitor the project scope and budget.

The improvements to Symphony station will include raised platforms, new elevators, accessible bathrooms, improved lighting, and signage. The federal funding for the project was part of a program to improve accessibility at rail stations nationwide. The MBTA emphasized that making Symphony station fully accessible is a top priority and welcomes bids from Construction Industries of Massachusetts members.
