Massachusetts lawmakers have unveiled a $58 billion compromise budget that includes free community college for all state residents. The bill also legalizes online Lottery sales and allocates funding for the MBTA. Lawmakers are expected to vote on the bill and send it to the governor’s desk before July 31. The budget increases spending by $1.97 billion and uses $1.03 billion in one-time revenue to drive that increase.
The compromise budget plan expands the state’s free community college program, funded by the “Millionaire’s Tax,” to cover tuition and fees for all students. It also includes stipends for books and supplies, scholarships, and grants for low-income students to help them stay in school. Senate President Karen Spilka, who pushed for the community college expansion, believes that investing in public higher education is essential for the state’s growth and competitiveness.
The budget also includes funding for additional financial aid programs for in-state students attending state universities and expands the SUCCESS program to provide wraparound services for vulnerable students. Spilka emphasized the importance of addressing the high cost of college and ensuring access to quality education as key factors in Massachusetts’ competitiveness. The budget reflects a commitment to investing in education and supporting students to succeed in their academic pursuits.
